Housing First Programs

Transitional Supportive Housing and Permanent Supportive Housing Programs

Transitional Supportive Housing and Permanent Supportive Housing Programs are for individuals and families, ages 18-24 and adults 25 and older. The transitional units are only for ages 18-24, are time-limited at two years, do not require a
disability to be eligible, and the young person must be experiencing homelessness. Permanent Supportive Housing is for individuals and families, ages 18-24 and adults 25 and older who have a documented disability and are experiencing homelessness. Both of these programs provide clients with secure, safe, and stable housing. Program participants are offered supportive services that include case management and teaches them life skills tailored to meet their individual needs.

Rapid Re-housing

Rapid Re-housing is an intervention and homeless crisis response system that rapidly connects individuals and families experiencing homelessness to permanent housing through a tailored package of assistance that may include the use of time-limited financial assistance and targeted supportive services. Rapid re-housing programs help individuals and families solve the practical and immediate challenges of obtaining permanent housing while reducing the amount of time they experience homelessness, and link them to community resources that enable them
to achieve housing stability in the long-term.

Youth Homelessness Demonstration Program

The Youth Homelessness Demonstration Program is an initiative designed to reduce the number of young people, ages 18-24, experiencing homelessness. The initiative is designed to support the community in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. The services provided are similar to that of the Adult Rapid Re-Housing program but financial assistance for housing can be offered for a longer period of time.

Youth Programs

Youth Programs has programming in all 11 counties of the Panhandle to help area youth in need.

We offer innovative programming ranging from prevention to intervention and aftercare that is based in a trauma informed philosophy.

Teen Outreach Program

The Teen Outreach Program (TOP) promotes the positive development of adolescents through curriculum-guided, interactive group discussions; positive adult guidance and support; and community service learning. The TOP curriculum is focused on key topics related to adolescent health and development, including both social, emotional, and life skills; developing a positive sense of self; and connecting with others. The curriculum targets middle and high school age youth.

Panhandle Youth Shelter

The Panhandle Youth Shelter is a licensed, residential child caring facility that accepts temporary placement of youth who are on probation, youth who can no longer remain in their homes due to abuse and neglect, and runaway and homeless youth. In addition to meeting youth’s basic needs, the Youth Shelter strives to teach youth staying at the shelter life skills that will aid them even after they exit our facility. All programming is provided in a Trauma Informed manner following the Positive Youth Development philosophy.

Youth Leadership Program

Our Youth Leadership Program helps unconnected young people get involved in their community through building relationships and connections to resources. The main goal is not just for young people to be productive but thriving members of the community and equips them with the necessary skills to do so. The community also benefits from the young people having a group where they can go for a safe space and encounter acceptance no matter what is going on in their lives. Youth Leadership provides these young people support and training to develop their own voice and learn how to become successful adults. Young people are also provided opportunities to participate in statewide leadership activities where they can learn how to make an impact.

Connected Youth Initiative

The Connected Youth Initiative (CYI) seeks to build Connected Youth Communities and collaborations across rural Nebraska to help unconnected young people with experience in the foster care and juvenile justice systems, those struggling with homelessness, or who are disconnected from a family structure. CYI is comprised of a network of agencies in the Panhandle but the Youth Central Navigator is housed at
CAPWN and we hold the contract to pay for services for young people who qualify.

Family Stablization

Family Stabilization assists families and individuals in crisis. This can include anyone from families unable to pay their rent or utilities due to a medical emergency or layoff to a single adult experiencing homelessness.

Family Stabilization Specialists provide case management to clients in addition to financial assistance and food. The program has a variety of funding sources available with different eligibility guidelines.

Youth in Power

Our mission is to inspire, empower and equip young people as leaders and change agents for good in their communities.
